A message dated April 17, 2002, was received stating the Governor is                                
transmitting the engrossed and enrolled copies of the following                                     
resolution to the Lieutenant Governor's office for permanent filing:                                
                                                                                                    
    HOUSE CONCURRENT RESOLUTION NO. 12                                                              
    Relating to the preservation of employment opportunities for                                    
    United States longshoremen with respect to unloading and loading
